Sino-Ocean Group's construction management arm, Sino-Ocean Construction Management, has officially signed an agreement for the Boao Medical Innovation Industry Base in Hainan, providing pre-construction management services for the project. This marks the company's first expansion of its medical industry service portfolio into the Hainan Free Trade Port, representing another significant milestone in its construction management niche.
Hainan is currently accelerating its health industry布局 at full speed. In July this year, the province issued the "15th Five-Year Health Development Plan for Hainan," setting a target to basically establish a high-level international health island by 2030, while also calling for the accelerated implementation of a batch of benchmark projects with global vision and Hainan characteristics.
The medical innovation industry base, which Sino-Ocean Construction Management is servicing, is located in the Boao Lecheng International Medical Tourism Pilot Zone. This is currently the only medical tourism pilot zone approved by the State Council in China, and also the nation's sole "medical special zone," enjoying multiple special policies including特许医疗,特许研究,特许经营, and特许国际交流.
The base is planned to become an innovation platform integrating industrial incubation, R&D transformation, academic conferences, and supporting medical services, serving as a carrier for the development and overseas expansion of innovative drugs and devices in Lecheng.
Since entering Hainan in 2010, Sino-Ocean Group has accumulated deep experience in project development and construction. In recent years, it has also built up full-process construction management capabilities in the medical industry through projects such as the Youzhiyou Wuhan Medical Device Production Base.
For this collaboration, Sino-Ocean Construction Management will leverage its local advantages and medical industry construction management experience to conduct systematic analysis and propose viable solutions across dimensions including market research, business planning, full-cycle financial forecasting, financing scheme design, and development and construction pathways. This will lay a scientific and solid foundation for the subsequent construction of the project.
Starting with this service engagement, both parties are also expected to further explore full-process construction management collaboration, connecting the service loop from preliminary planning to project delivery. This will contribute to building Boao into a high-quality medical innovation industry hub and supporting the agglomeration and development of the medical industry in Hainan Free Trade Port.
