The plan also includes establishing a series of token factories to develop large-scale, low-cost, green, and highly secure token production capabilities. To foster a complete domestic supply chain, the policy encourages model companies with strong industrial linkages to prioritize the procurement of domestic computing resources. Additionally, the region will explore flexible public computing supply mechanisms to offer low-cost, standardized computing services to small and medium-sized enterprises.
A key focus is the cultivation of a token trading ecosystem. The region will build a unified token trading platform, implement standardized trading rules, and attract diverse supply entities. Enterprises will be actively guided to procure token services through this platform, enabling small and micro businesses to access high-quality services at minimal cost. Furthermore, Inner Mongolia aims to become a hub for token exports, leveraging the institutional innovation of the Inner Mongolia Free Trade Zone to pilot data cross-border流通 and export computing power, models, and token services, thereby expanding the region's economic influence.
The measures emphasize strengthening the supply capacity of token services by nurturing specialized and innovative "little giant" enterprises with core technologies in token production, measurement, evaluation, and security. The goal is to build a comprehensive industrial ecosystem that integrates token production, distribution, and application, promoting the clustered development of the industry and creating a service brand with regional and industry-wide influence.
To drive technological innovation, the policy encourages enterprises, universities, and research institutions to collaborate on key generic technologies in areas such as multi-source computing scheduling, inference engine optimization, and intelligent token routing. Support will also be provided for enterprises to complete generative AI service filings with the national government, ensuring compliance and advancing the region's technological frontier.
The establishment of an OPC (Open Proof of Contribution) ecosystem community is another cornerstone of the plan. The region will provide OPC enterprises with one-stop services including office space, affordable computing power, token services, order matching, entrepreneurship guidance, and policy consultation. The registration process for OPC companies will be streamlined with convenient services such as one-click filing and automated generation of standardized corporate charters. Demonstration OPC communities that excel in serving small and medium-sized enterprises will be selected for provincial-level recognition and support.
Inner Mongolia will actively open application scenarios across various sectors including energy, modern agriculture and animal husbandry, industrial manufacturing, ecological supervision, low-altitude economy, autonomous driving, biomedicine, healthcare, and government services. The region will release demand-supply lists for application scenarios to facilitate precise matching with token service capabilities, and will select and publish provincial-level typical AI application scenarios annually, recommending them for central budget investment, local government special bonds, and regional science and technology projects.
The policy places significant emphasis on building high-quality datasets. Efforts will be made to increase the exploitation of public data resources, support the joint construction of datasets along the industrial chain, and expand the supply of high-quality data. Enterprises are encouraged to undertake national pilot tasks, promoting the integrated development of large models, intelligent agents, and high-quality dataset construction. The region will also support human-machine collaborative intelligent annotation and expert-level labeling services, and promote the deep application of high-quality datasets in model training, fine-tuning, and evaluation. Data asset securitization and innovative asset-based financing models will also be explored.
Talent development is a critical component of the strategy. The region will deepen industry-education integration by encouraging enterprises to build training bases with universities and vocational colleges, focusing on order-based training for urgent positions such as computing operations, large model tuning, intelligent agent development, and data annotation. High-end talent in the token economy will be included in the region's key talent introduction plans with support for housing and healthcare, and joint laboratories between universities, research institutions, and enterprises will be promoted to attract and cultivate leading talents and innovation teams.
To optimize the development environment, the policy calls for strong financial and capital support by incorporating the token economy into the region's industrial fund investment direction and encouraging financial institutions to increase credit support. Token service enterprises will be supported in exploring assetization paths and multi-channel financing through data assets and intellectual property. The construction of an AI industry service platform will also be supported to provide public services such as model repositories, development tool chains, testing and evaluation, pilot validation, and security governance.
The region will streamline government services by establishing joint review mechanisms and improving "efficient completion of one thing" services for enterprises, covering establishment, project approval, tax payment, social security, and talent introduction. Support will be given to enterprises leading or participating in the formulation of national and industry standards for the token economy, and technical service institutions will be encouraged to participate in building quality infrastructure, exploring measurement and evaluation systems that balance service efficiency, output quality, and computing energy consumption.
Finally, the policy underscores the importance of security governance, enhancing the safety assurance capabilities of token services in key areas, implementing cybersecurity level protection requirements for token factories, and urging model enterprises to complete generative AI service filings. A cross-border token service security assessment and risk prevention mechanism will be established. The implementation will be coordinated by the regional Development and Reform Commission and the Government Services and Data Administration, with a task ledger and supervision evaluation mechanism to ensure all measures are effectively implemented. The region will leverage national and regional fiscal funds, government investment funds, and market-based funds, and encourage all regions and departments to integrate token economy development into their annual key work plans, continuously exploring new paths and models to empower the real economy.
