The Liaoning Provincial Development and Reform Commission has released a draft of its regional coordinated development plan for public consultation. The plan outlines support for Shenyang to develop into an international central city for Northeast Asia. It proposes building a Northeast Asia "3-hour air travel circle," promoting infrastructure construction such as airports and expressways, and advancing the development of a national public computing power open innovation platform for the new generation of artificial intelligence.

The plan also focuses on expanding and upgrading traditional industries like automotive and parts, and equipment manufacturing. It emphasizes fostering and strengthening strategic emerging industries, including aerospace and new-generation information technology, while planning and developing future industries such as embodied intelligence.

Furthermore, the initiative aims to vigorously develop new business formats like smart logistics and digital finance, establish a regional financial center, and create a new landmark for international product launches and premier exhibitions. It seeks to accelerate the inclusion of facilities like the Liaoning Materials Laboratory into the national laboratory system. Using the Hunnan Science and Technology City as a core platform, the plan aims to speed up the transformation of scientific and technological achievements into real-world productive forces.
