Hong Kong Financial Secretary Paul Chan Mo-po stated that Hong Kong possesses unique advantages in developing artificial intelligence and is implementing a "dual-track" strategy. This approach involves cultivating AI as a strategic industry while simultaneously leveraging it as a crucial enabling tool for economic advancement, termed "AI+". He noted that the nation places significant emphasis on "AI+" within its 15th Five-Year Plan, highlighting the role of artificial intelligence in empowering economic and social development, a vision shared by Hong Kong. Chan further emphasized that innovation is fundamentally driven by people, making talent attraction and cultivation a core focus of the strategy. The Hong Kong SAR Government is investing in education to build AI literacy, ensuring the younger generation acquires skills necessary for the future workplace, while also providing retraining and upskilling opportunities for the existing workforce. Chan also referenced the "AI for All" training initiative proposed in the Budget, aimed at enhancing AI literacy across society, enabling citizens and businesses to maintain competitiveness in a rapidly changing economic environment.
