Anhui is set to accelerate its lead and make a powerful breakthrough in the robotics industry.
According to a provincial government press conference held on September 28, the General Office of the Anhui Provincial Government has officially issued the "Implementation Opinions on Promoting High-Quality Development of the Robotics Industry." A comprehensive and substantive policy package for industrial development has been freshly rolled out, pressing the "accelerator" for the takeoff of Anhui's robotics and embodied intelligence industries.
As a flagship industrial track with solid foundations, prominent advantages, and enormous potential, the robotics and embodied intelligence industry represents a strategic opportunity for the province to seize the industrial spotlight during the "15th Five-Year Plan" period.
Previously, Anhui had already implemented development plans related to the intelligent robotics industry. Facing fierce industrial competition across the country, this newly issued "Implementation Opinions" has once again upgraded its approach and intensified its efforts.
The new policy is grounded in Anhui's actual industrial conditions, adopting a mindset of seizing opportunities through forward-looking layout, striving for excellence through catch-up and advancement, and addressing shortcomings through systematic measures. It introduces 23 hard-hitting measures across 7 major areas.
Rather than pursuing extensive development, the policy targets efforts precisely: while maintaining existing advantages in complete robot manufacturing, it simultaneously works to shore up weaknesses in core components and model algorithms; it coordinates resources across the province to promote differentiated urban development and collaborative synergy; and it tailors a series of innovative measures with distinctive Anhui characteristics and explosive growth potential, comprehensively strengthening industrial competitiveness.
Looking ahead, Anhui's robotics industry now has a clear "advancement blueprint"!
Key targets for 2030: Industrial robot output to enter the national forefront, humanoid robot output to enter the top national tier, and output in more than 10 niche tracks including warehousing and logistics, spraying, explosion-proof operations, photovoltaic cleaning, and smart supermarkets to lead domestically.
Long-range targets for 2035: Industrial robot and humanoid robot output to further advance in national rankings, and a robotics industry cluster with significant national influence to be established.
To help achieve these goals, the new policy introduces seven major tasks, empowering the industry across the entire chain to improve quality and efficiency. Each one is full of sincerity and substance.
Optimizing industrial development layout. This includes four measures: strengthening industrial research and planning, highlighting industrial development priorities, promoting spatially differentiated layout, and deepening vehicle-robot collaborative development. Efforts will be increased in layout for complete machines, core components, intelligent models, and after-market segments.
Strengthening industrial technological innovation. This includes three measures: building an innovation platform system, reinforcing key technology breakthroughs, and supporting the development of "blockbuster" products. Differentiated and systematic efforts will be made to build enterprise-oriented platforms with ecosystem leadership, positioning robotics as a key supported direction in provincial science and technology tackling plans and industrial chain collaborative innovation policies.
Coordinating the promotion of "dual recruitment and dual introduction." This includes two measures: vigorously attracting high-quality enterprises and high-level talent teams. Targeted efforts will be made to attract outstanding complete machine enterprises, key component enterprises, and ecosystem partners from around the world and across the country, supporting qualified cities in issuing global top-tier talent "recruitment orders."
Progressively cultivating high-quality enterprises. This includes five measures: cultivating platform-based enterprises with ecosystem leadership, supporting the growth of technology-based enterprises, supporting the development of supporting enterprises, supporting enterprise mergers and acquisitions, and supporting enterprises in developing service-oriented manufacturing.
Strengthening scenario application support. This includes three measures: opening up application scenarios, organizing scenario supply-demand matchmaking, and promoting rapid replication of mature scenarios. Government agencies, institutions, and enterprises will be encouraged to take the lead in opening scenarios, and cities will be encouraged to create typical robot scenarios and districts.
Increasing fiscal and financial support. This includes three measures: upgrading and expanding fiscal support, establishing a 10-billion-yuan robotics industry fund cluster, and building a fiscal-financial coordination system. An annual provincial fiscal allocation of 500 million yuan is planned to support industrial development, and a five-in-one fiscal-financial tool system integrating "fiscal funds + funds + credit + guarantees + insurance" will be created.
Building high-level industrial cooperation platforms. This includes three measures: forming a high-level strategic advisory committee, elevating the capacity of industry associations, and hosting major branded events. Global high-end resources will be gathered to enhance the province's industrial influence and reputation.
In addition, the new policy also improves a comprehensive safeguard system across four dimensions — organizational coordination, talent cultivation, factor guarantees, and industrial empowerment — providing full support for high-quality industrial development.
Next, the Provincial Department of Industry and Information Technology will take the lead in overall coordination, joining forces with relevant units to fully promote the implementation and effectiveness of the new policy, continuously forging competitiveness across the entire robotics industry chain, enabling Anhui's robotics industry to achieve high-quality development "acceleration," and injecting powerful new momentum into the province's modern industrial system construction.
