He emphasized that Shapingba District is focused on its goals of being a "main front, demonstration zone, vanguard, and leading force," adhering to the general principle of seeking progress while maintaining stability. The district is actively integrating into the new development paradigm, prioritizing high-quality development, concentrating on economic growth, dedicating efforts to public welfare, and mitigating risks comprehensively. As a result, economic momentum continues to strengthen, and social harmony and stability are consistently reinforced.

Statistical data indicate that the district has largely fulfilled the objectives outlined in its 14th Five-Year Plan. In 2024, the regional GDP exceeded 120 billion yuan, with an average annual growth of approximately 5%. The value-added of industries above a designated size, fixed-asset investment, and total retail sales of consumer goods grew at average annual rates of 5.2%, 5.5%, and 5.3%, respectively. The total import and export volume remained the highest in Chongqing, while the per capita disposable income of all residents saw an average annual increase of 4.9%. These achievements signify that Shapingba District is continuously breaking new ground and reaching new heights in its modernization efforts.

He Huaidong noted that in recent years, the district has identified specific pathways to implement major strategies, such as the "33618" modern manufacturing cluster system and the "416" sci-tech innovation layout. It has refined these into a "122452" target system, accelerated the development of a "1+2+4+N" advanced manufacturing industrial framework, and deepened the implementation of innovation-driven development and industrial chain strengthening strategies. By focusing on its competitive industries and bolstering industrial clusters, the district is advancing the construction of a quality-focused district with greater depth and substance.

On one hand, Shapingba District is establishing a new pattern of holistic quality governance through comprehensive planning. Two regulatory documents, the "Implementation Plan for Building a Quality-Focused Shapingba District" and the "Measures for Selecting the Shapingba District Head Quality Management Award," focus on promoting high-quality development and advancing quality district construction across all sectors, outlining a five-year work agenda. Policies such as the "Work Plan for One-Stop Quality Infrastructure Services in Shapingba District" and the "Development Plan for Promoting the Inspection and Testing Service Industry in Shapingba District (2024-2027)" are continuously enhancing enterprises' technological innovation capabilities and market competitiveness.

On the other hand, Shapingba District adheres to the principle that public aspirations guide development direction, ensuring that quality district construction wholeheartedly benefits the people. The district prioritizes addressing major public concerns such as education and healthcare, as well as resolving pressing everyday issues faced by residents. Initiatives like the renovation of old residential communities, urban village redevelopment, and the installation and updating of elevators have delivered tangible benefits to a broader population. The vision of "quality education for all" and "good healthcare for everyone" is now fully realized across the district, with "excellent teachers and doctors" becoming the most vivid representation of a better life in Shapingba, allowing residents to genuinely enjoy the fruits of high-quality development and making progress more people-centered and livelihood improvements more substantive.

In He Huaidong's view, product quality is the foundation of industrial strength. While firmly maintaining the bottom line of quality and safety for "three products and one specialty," Shapingba leverages its solid manufacturing base to drive quality upgrades through innovation and foster high-quality brands. The "nuclear power pump" has been selected as a landmark future industrial product; the number of valid invention patents has long ranked first in the city; companies like Bozhang Electromechanical and Chongqing Pump Company have been recognized as national-level "little giant" enterprises specializing in specific sectors; Chongqing Jialing Special Equipment and Jixin Technology have been designated as municipal-level manufacturing champions; and SERES, with its dual listing on A-shares and H-shares, has risen to the top of Chongqing's private enterprises, becoming a leading industry benchmark in China and globally. In 2025, the district supported one organization in receiving a nomination for the Chongqing Mayor Quality Management Award and one individual in winning the Chongqing Mayor Quality Award (Standard Innovation Contribution Award).

"The key to deepening quality district construction lies in enhancing the resilience and competitiveness of industrial and supply chains," He Huaidong stated. By extending, supplementing, and strengthening these chains, the district aims to create a number of influential industrial clusters, forming a multi-pillar industrial development structure. By accelerating the formation of an industrial matrix, Shapingba has completed and operationalized SERES's world's first smart delivery center, facilitating the export of 70,000 "Chongqing-made vehicles" and leading inland vehicle ports nationwide in both variety and quantity.

Looking ahead, He Huaidong revealed that during the 15th Five-Year Plan period, Shapingba District will lead the construction of a high-quality development demonstration zone through a manufacturing-focused strategy. Plans include building a 100-billion-yuan intelligent connected new energy vehicle city, strengthening the electronics information and biopharmaceutical industries, expanding four advanced manufacturing clusters, exploring new tracks in emerging and future industries, vigorously enhancing the capacity and quality of producer services, and accelerating the establishment of a modern industrial system with international competitiveness.
