从全球石油消费角度看，这相当于约4天的消耗量。 根据国际能源署执行董事法提赫·比罗尔近期披露，该数量相当于成员国储备总量的22%。目前成员国持有12亿桶公共库存及6亿桶强制性商业库存。 若与美国战略石油储备相比，此次释放量略低于其总储量。
然而实际操作面临挑战：石油释放速度受物流与程序限制掣肘。资本经济公司数据显示，国际能源署成员国单日最高释放量从未超过250万桶。 与之形成鲜明对比的是，去年每日约有2000万桶原油及石油产品经霍尔木兹海峡运输。
"此举虽有助益，但难以扭转全局，"法国兴业银行固定收益与大宗商品研究主管迈克尔·海恩直言。他认为释放储备仅能暂时缓解供需矛盾。
