美国商务部长霍华德·卢特尼表示，欧盟必须修改数字法规，才能让美国降低对钢铁和铝的关税。
卢特尼表示，作为交换，美国将提出“一项令人振奋的钢铁和铝协议”。
在接受彭博社电视采访时，卢特尼呼吁欧盟解决针对谷歌、微软和亚马逊的未决案件。他在布鲁塞尔发言，那里他与美国贸易代表贾米森·格里尔会见了欧盟贸易部长。
“让我们制定一个合理的框架，让这些公司能够成长和发展。然后这些公司将同意在这里投资数千亿美元的数据中心，”他说。
美国在七月份与欧盟达成了一项贸易协议，其中美国对欧盟商品设置了15%的基本关税。与此同时，欧盟同意购买7500亿美元的美国能源产品，并在美国投资6000亿美元。
然而，随着特朗普政府将其50%的金属关税扩大到涵盖钢铁和铝制成品而不仅仅是金属本身，欧洲的沮丧情绪迅速上升。这实际上使许多欧洲制造商面临比双方达成的15%更高的关税。
