该土地交换协议涉及圣卡塔利娜山脉约2400英亩联邦土地与Resolution Copper持有的逾5000英亩私有土地。通过置换，联邦政府将获得包括野生动物栖息地和水源保护区的优质生态资产，而Resolution Copper则获得奥克弗拉特地区铜矿储量的开采权限。
这一突破性协议历经十余年谈判，既平衡了矿产资源开发需求，又体现了对自然环境保护的承诺。项目预计可满足美国25%的铜需求，并在运营期间创造数千个就业岗位。
