Altay City in Xinjiang Creates a Heartwarming Picture of Grassroots Governance

As the new year approaches, Altay City in Xinjiang is addressing the pressing concerns of its residents by providing tangible services to ensure a warm and secure holiday season, demonstrating its commitment to serving the people through concrete actions. Recently, the city experienced snowfall, leaving roads in several older residential communities along Jinshan Road covered in thick snow. Treating the snow situation as a command, on-duty Party members from Jinshan Road Subdistrict, members of the homeowners' committees, and community workers took up shovels and brooms to clear snow and ice from these older neighborhoods. Since the start of winter, Altay City has prioritized resident satisfaction by ensuring clear and passable roads. Through a combination of snow removal services provided by property management companies, outsourced services, self-clearing by managing units, residents clearing their own areas, and community-led snow clearance initiatives, the city has achieved full coverage for 175 residential communities, safeguarding the safety of residents' travel.

"There's no need to go to the community center; I can handle social security matters and ask about policies right at my doorstep—it's so convenient." In late January this year, Qiaxiu Road Subdistrict set up mobile service stations in the "Sunshine on Golden Mountains" service points and commercial areas within its jurisdiction, where residents orderly consulted on and handled various livelihood matters. To achieve "zero-distance" service for the public, Qiaxiu Road Subdistrict operates these mobile service stations every Tuesday in crowded plazas and at "Sunshine on Golden Mountains" sites across the area. High-frequency livelihood matters such as social security contribution inquiries, pension certification, policy consultations, and grievance collection can all be completed on-site.

At the "Warm Winter Ice and Snow Shopping · New Year Spirit Fills the Snow Capital" New Year goods festival held in Altay City for 2026, vendors called out, "Come take a look! We have camel meat products, dairy items, and handmade cultural and creative products." On February 4, at the New Year goods exhibition and sales event held at the "Sunshine on Golden Mountains" service station in Qiemuerqieke Town, passersby frequently stopped to browse and make purchases. To help local residents overcome challenges in selling agricultural products, Qiemuerqieke Town proactively surveyed the inventory of farmers and cooperatives in the area, identifying over 20 types of specialty agricultural products such as beef, lamb, and dairy items. The town then coordinated with the organizers of the New Year goods festival to assist residents in promoting their agricultural products.

No issue at the grassroots level is too small. Adhering to the theme of "resolving conflicts at the source to build a solid foundation, and fostering harmony among neighbors to promote peace," Altay City has taken the initiative to serve as the main force in mediating disputes. By deeply engaging with the community to identify and resolve conflicts, the city safeguards neighborly harmony with sincerity and patience. In the Sankuang Residential Community of Tuanjie Road Subdistrict, tensions had arisen between some homeowners and the property management company over issues such as service fee payments and maintenance of community facilities. Just before the Spring Festival, Tuanjie Road Subdistrict established a specialized mediation team that visited households to understand their concerns while engaging in face-to-face discussions with property management representatives to identify the core issues and seek solutions. The mediation team organized meetings between homeowner representatives and the property management company, educating homeowners on relevant policies regarding service fees and conveying reasonable homeowner requests to the property management. Through persistent efforts, a consensus was reached: homeowners voluntarily paid the overdue service fees, and the property management promptly carried out necessary repairs, successfully resolving the long-standing property dispute that had troubled the community.
