Shenwan Hongyuan has released a research report indicating that Xinjiang's coal production and consumption are poised for significant growth. The report highlights that logistics companies operating in Xinjiang could leverage key hubs along the China-Kyrgyzstan-Uzbekistan railway as vital logistics park nodes, while enterprises in advantageous industries can build a collaborative ecosystem of "logistics parks plus industrial parks" around these nodes to develop an economic corridor. The firm recommends focusing on Tbea Co., Ltd. (600089.SH) and Yanzhou Coal Mining Co., Ltd. (01171), both of which hold potential for capacity expansion in the region.
Xinjiang boasts abundant coal reserves with high resource quality and low extraction costs, positioning it for significant future incremental potential. According to the report, the region's predicted resources stand at 2.19 trillion tonnes, accounting for roughly 40% of the national total, with cumulative verified reserves of 450 billion tonnes, of which low-metamorphic coal comprises approximately 90%. The area has established four major coalfields in Tuha, Junggar, Ili, and Kubai, with 2025 production reaching 553 million tonnes, representing 11.44% of the national output, and capacity is expected to rise further over the next five years.
The shallow burial depth of Xinjiang's coal deposits results in lower extraction costs compared to inland regions, creating a distinct energy locational advantage. In 2025, coal transported out of Xinjiang reached 150 million tonnes, while intra-regional consumption stood at approximately 410 million tonnes, with coal-fired power and coal chemical industries accounting for about 70% of local usage. Both coal output and consumption in Xinjiang are expected to expand substantially.
Xinjiang's railway network is entering a period of major construction and development. Following the completion of the Linhe-Hami backbone corridor in 2027, an additional outbound capacity of 200 million tonnes is anticipated. On the demand side, the region will advance the construction of large pithead thermal power plants to meet regional electricity needs and support the "West-to-East Power Transmission" project. Additionally, Xinjiang's coal chemical sector is developing favorably, with projected coal demand for chemical use by 2029 estimated at 269 million tonnes under an optimistic scenario, 204 million tonnes under a neutral scenario, and 148 million tonnes under a conservative scenario, underscoring substantial overall growth potential.
Coal transport out of Xinjiang constitutes an integral part of the national energy security framework. The outbound corridors are being continuously enhanced, featuring a "one main line, two auxiliary lines" railway structure, with the Lanxin line serving as the core route. The introduction of the Lanxin high-speed rail service has liberated capacity on the conventional line, which is now dedicated to supporting "China-Europe freight trains" and Xinjiang coal shipments. The northern wing corridor, the Linhe-Hami line, is being rapidly developed as a key source of future material transport capacity. Major road routes include the G30 Lianyungang-Khorgas Expressway, National Highway 312, the G7 Beijing-Urumqi Expressway, and the Naomaohu-Liuyuan Road, with the G7 highway's capacity utilization yet to be fully optimized and the Naomaohu-Liuyuan Road already undergoing expansion and upgrades. Some energy enterprises within Xinjiang have already initiated the deployment of multimodal transport bases and coal front-end warehousing facilities.
The report also outlines potential risks, including new energy supply growth exceeding expectations, energy storage technology developing at a faster pace than anticipated, macroeconomic downturns surpassing projections, coal demand falling below expectations, a significant decline in international coal demand with international coal prices dropping unexpectedly, and delays in the construction progress of the "Xinjiang coal outbound transport" corridors.
