To effectively strengthen food safety oversight, the Xiaoba Market Supervision Office of the Qingtongxia Market Supervision Administration in Ningxia has recently adopted robust measures. These initiatives focus on enhancing the supervision of temporary Lunar New Year goods stalls and conducting special inspections to combat counterfeit and substandard products during the Spring Festival period, ensuring a secure market environment for the holidays.
Meticulous preparations have been made to enhance the quality of festive meals. Given the high concentration of large catering establishments within its jurisdiction, the office conducted comprehensive, grid-based inspections of restaurants offering New Year's Eve dinners and hosting group gatherings during the holiday. This effort aimed to gather essential details such as the number of catering units, their operational scale, and reception capacity, establishing a dynamic management ledger for clear oversight. By organizing the signing of food safety commitment letters, conducting collective meetings, and holding specialized training sessions, the office urged catering businesses to strictly implement key systems. These include health management of employees, verification of ingredient procurement sources, and proper cleaning and disinfection of tableware, thereby fulfilling their primary responsibility for food safety and mitigating risks like operating beyond licensed scope or exceeding reception capacity.
Rigorous supervision has been enforced to preserve the lasting memory of the festive season. Law enforcement officers from the Xiaoba office divided into four teams to perform grid-style inspections of supermarkets and retail stores in the area. For popular holiday items such as tobacco, alcohol, sweets, tea, and gift box pastries, special attention was paid to production dates, expiration dates, and food labeling to prevent expired, spoiled, or unlabeled products from entering the market and endangering public health. For larger catering establishments, inspections focused on the implementation of daily control, weekly review, and monthly scheduling mechanisms, the operational status of food sample retention equipment, compliance with sample quantity standards, and the completeness of records, ensuring full traceability throughout the catering service process. To date, over 1,670 business entities have been inspected, resulting in the identification and rectification of 10 potential issues, the issuance of two corrective order notices, and one case being filed for investigation.
Dispute mediation has been prioritized to foster a harmonious and secure holiday atmosphere. The 12315 complaint hotline remains fully operational, ensuring that public reports regarding catering food safety are promptly verified, addressed, and responded to, guaranteeing that every concern is acknowledged and resolved. During mediation processes, the statements of all parties involved in consumer rights disputes are carefully heard, facts are ascertained, and resolution proposals are made based on relevant laws and regulations, tailored to the specific circumstances. If mediation fails, complainants are promptly informed of other legal avenues for dispute resolution. For businesses found violating laws and regulations, formal investigations are initiated, ensuring that mediation does not conceal illegal activities or lead to negligence of duty. So far, 15 consumer complaints, reports, and telephone inquiries have been handled, with a 100% resolution rate and 100% satisfaction with the outcomes, recovering economic losses totaling 31,000 yuan for consumers.
Promotion of frugality has been integrated to encourage a more civilized celebration. Alongside the special inspections, the Xiaoba office has concurrently carried out awareness campaigns for "Civilized Dining," urging catering businesses to design New Year's Eve dinner sets scientifically. Initiatives include actively offering small-portion or half-portion dishes, promoting the use of serving chopsticks, spoons, and separate dining systems, and坚决杜绝 discouraging practices that induce over-ordering, thereby advocating green and low-carbon consumption. For both dine-in and takeaway services, catering enterprises are strictly required to implement clear pricing rules, accurately listing set meal contents, unit prices, and discount terms, and are prohibited from engaging in deceptive discounts or price fraud, thus safeguarding a fair, orderly market environment and protecting consumer rights.
Moving forward, the Xiaoba Market Supervision Office will continue its practical efforts to comprehensively safeguard the traditional festive atmosphere, enabling everyone to enjoy a joyful, peaceful, and secure Spring Festival.
