Beijing CBD Core Area to Build Global Hub for Legal-Commercial Integration

Chaoyang District is actively advancing the construction of the Beijing International Legal-Commercial Integration Demonstration Zone. Recently, the "Work Plan for Promoting the Beijing International Legal-Commercial Integration Demonstration Zone in Chaoyang District" was released, outlining 17 key measures across 46 initiatives. The 7.04-square-kilometer Beijing CBD core area has been designated as the starting zone for the demonstration project.

The Beijing CBD core area will emphasize its exemplary role in international business exchanges and cooperation. Future development will focus on resource integration, enhancing legal-commercial service capabilities, and contributing to high-level opening-up. The goal is to establish a cluster of landmark buildings and zones integrating legal and commercial services, fostering an industrial ecosystem aligned with the Beijing CBD's functions. The initiative aims to create replicable case studies and innovative mechanisms. By 2027, the CBD is expected to become a pioneer in integrated innovation, a model for business environment reform, and a demonstration zone supporting corporate globalization. It will serve as a key node in the Belt and Road Initiative, gradually emerging as a globally recognized legal-commercial integration hub with Chinese characteristics and international standards.

Chaoyang District will focus on four key areas to drive the demonstration zone's development: aggregating high-quality legal resources, improving comprehensive service efficiency, facilitating the flow of critical factors, and building a strong legal-commercial integration brand.

As "China's premier international business district," Chaoyang hosts approximately 70% of multinational corporations' regional headquarters in Beijing. The district is also home to 38% of the city's law firms, 53% of its full-time and part-time lawyers, and 93% of foreign law firm offices. Additionally, it houses nine of the world's top ten consulting firms, eight of the top ten human resources companies, and three major credit rating agencies.
