Three Chinese Regulators Draft Notice to Ban Illegal E-Cigarette Production and Sales

To implement the Opinions of the General Office of the State Council on Cracking Down on Illegal Tobacco-Related Activities Across the Entire Chain (Guobanfa [2025] No. 44), strictly investigate illegal e-cigarette activities, protect the physical and mental health of the public, especially minors, and effectively safeguard consumer rights, the State Tobacco Monopoly Administration, the State Administration for Market Regulation, and the National Medical Products Administration have jointly drafted the Notice of the State Tobacco Monopoly Administration, the State Administration for Market Regulation, and the National Medical Products Administration on Strictly Prohibiting the Production and Sale of Illegal E-Cigarettes (Draft for Comment), and are now soliciting public opinions.

Relevant opinions and suggestions should be submitted to the administration via email before October 29, 2026.
