During the "14th Five-Year Plan" period, Fujian Province has maintained a consistently stable and positive safety situation for special equipment. While the statutory inspection rate for pressure pipelines has surged to rank first nationally, the Fujian Provincial Market Supervision Administration has been recognized as an "Outstanding Unit for Work Safety Target Responsibilities" by the provincial government for seven consecutive years. Its subordinate Special Equipment Department has earned national and provincial honors such as "National Advanced Collective in the Market Supervision System," "National Market Supervision Guardian," and the "Fujian May Day Pioneer Award." Furthermore, Chen Zhaochun, head of the Sci-Tech Innovation Team at the Fujian Provincial Special Equipment Inspection Institute, has been honored as a "National Advanced Worker" and a "Great Nation Craftsman." These achievements are underpinned by the Administration's unwavering commitment to the Party's comprehensive leadership in talent development, guided by the fundamental principle of "cultivating talent for the Party and the nation." By focusing on the core task of special equipment safety supervision, it has dedicated efforts to forging a professional team with strong political commitment, technical proficiency, and a solid work ethic, thereby providing robust talent support for the modernization of special equipment safety governance across the province.

The Fujian Provincial Market Supervision Administration has focused on expanding its professional supervisory force and strengthening the foundation of grassroots oversight. It has incorporated the Party's innovative theories into mandatory training courses for safety supervisors, reinforcing political guidance and ideological cultivation. During the "14th Five-Year Plan" period, the Administration organized 629 individuals to participate in the Category A safety supervisor assessments conducted by the State Administration for Market Regulation. The number of certified personnel skyrocketed from 10 at the end of the "13th Five-Year Plan" period to 250, achieving a certification rate of 3.11 per 10,000 units of equipment. This ranks third in East China and seventh nationally, significantly exceeding the basic national requirements. Through methods such as instructional short videos on enforcement, stratified and categorized specialized training, and cross-regional joint inspections, it continuously elevates the team's professional proficiency. Since 2025, Fujian province has organized 413 specialized emergency drills for special equipment, effectively enhancing the precision of grassroots law enforcement and the multi-departmental coordinated emergency response capability. At the technical support level, during the "14th Five-Year Plan" period, the Fujian Provincial Market Supervision Administration vigorously promoted the technological upgrade of special equipment inspection and testing. Through methods such as Party organizations coordinating talent planning, Party member experts tackling key technologies, and Party-building activities deepening ideological guidance, it directed the Fujian Provincial Special Equipment Inspection Institute (hereinafter "Fujian Special Equipment Inspection Institute") to implement a talent-driven inspection strategy. The Institute established a comprehensive "attraction-cultivation-utilization-retention" system, paving a fast track for the growth of technical "elite troops."

Focusing on "bottleneck" issues in areas such as hydrogen energy equipment, intelligent operation and maintenance, special robots, and pipeline internal inspection, the Fujian Special Equipment Inspection Institute established a leading group for high-level talent recruitment. It formulated guidelines for scientific and technological projects, precisely recruiting eight individuals with doctoral degrees (including postdoctoral researchers), and cultivated ten high-end technical innovation talents with significant influence in the special equipment inspection industry, including "Great Nation Craftsmen," "National Advanced Workers," "Senior Inspectors," and "Skill Masters." To date, the Institute employs over 1,200 staff members, among whom two are experts receiving special government allowances from the State Council, 19 are professor-level senior engineers, and 350 hold associate senior titles, with mid-to-senior level titles accounting for over 60% of the workforce. Staff with bachelor's degrees or higher constitute 88% of the total, including 10 doctoral degree holders and 186 master's degree holders. Through competitive recruitment for specialized technical positions and detailed post-specific competitions, the Institute has further implemented exit mechanisms, standardized selection and promotion procedures, and managed the classification and advancement of operational support positions, resulting in a more rational personnel structure and continuously enhanced comprehensive quality of the talent pool.

Simultaneously, the Fujian Provincial Market Supervision Administration has taken multiple measures to comprehensively improve the quality of special equipment operators. The Administration strictly enforced an examination-based entry system, investing 23.53 million yuan in special funds to organize examinations for 160,000 participants. It also issued the "Twelve Measures to Strengthen the Supervision and Management of Special Equipment Operators," establishing mechanisms for "verifying credentials during every inspection" and "verifying before hiring," thereby strictly controlling the entry point for personnel. It reinforced the primary responsibility of enterprises, urging them to appoint nearly 300,000 safety directors and safety officers, and implemented the routine "daily control, weekly排查, monthly scheduling" work mechanism, driving a shift in corporate safety management from passive compliance to active accountability. By creating a multi-dimensional education platform combining "online question banks + offline practical training," producing short videos titled "Safeguarding Special Equipment Safety, Sharing a Better Life," compiling materials like "An Illustrated Guide to Common Forklift Problems and Solutions" and "Safety Promotion Manuals for Large Amusement Rides and Passenger Ropeways," and issuing safety reminder letters around critical periods, it effectively enhanced the safety awareness and operational skills of special equipment personnel. The Administration also collaborated with departments such as Human Resources and Social Security and trade unions to organize vocational skill competitions, winning a third-place team award in the national "Ankang Cup" safety competition, fostering a strong atmosphere of "comparing, learning, striving, and surpassing."

The Fujian Provincial Market Supervision Administration has consistently adhered to integrating Party leadership throughout the entire talent work process. Through a three-pronged approach of "political cultivation, institutional strengthening, and innovation enablement," it has constructed a new pattern of Party management of talent, propelling special equipment safety supervision towards modernization, intelligence, and refinement. The Administration pioneered a full-chain "one-thing" management system for special equipment installation and established a "five full coverages" mechanism for safety supervision. It innovated with a QR code-based operation system for tourism-related equipment, enhancing the supervision efficiency of ropeways and amusement rides. It developed a traceability system for safety valves, achieving full-chain intelligent supervision for 126,000 valves. It also built a quality and safety traceability system for elevators, promoting non-on-site supervision through "QR code maintenance and inspection."

The Fujian Provincial Market Supervision Administration innovatively implemented the "Sunshine Filling" and "Sunshine Inspection" supervision models. Through principles of full-process transparency, full-chain traceability, and all-around openness, it has constructed a new supervision framework characterized by "non-interference when compliant, omnipresence when needed." This model, while strengthening safety supervision effectiveness, successfully reduces redundant inspections and human intervention, effectively alleviating pressure on grassroots supervision and the compliance burden on enterprises, thereby achieving an organic unity of safety, efficiency, and service.

Concurrently, the Fujian Provincial Market Supervision Administration has focused on green and low-carbon development. It guided the Fujian Special Equipment Inspection Institute in applying for Class A1 qualifications, supported its application to establish the State Administration for Market Regulation's Key Laboratory for Special Robot Safety Operation and Maintenance and the Boiler Low-Carbon Evaluation Technology Innovation Center. It conducted the nation's first safety assessment for emergency standby power station boilers. It introduced green and low-carbon measures for boilers, resulting in an annual reduction of 1.2 million tons of carbon dioxide emissions. Rooted in the main battlefield of energy conservation and carbon reduction for high energy-consuming special equipment, it successfully secured Fujian's first Global Environment Facility (GEF) project, leveraging international platforms to disseminate Fujian's achievements and experiences.

It is reported that, moving forward, the Fujian Provincial Market Supervision Administration will deeply implement a talent-led development strategy, accelerate the construction of a new pattern for special equipment safety governance characterized by intelligence, green development, and synergy, contributing regulatory expertise to the endeavor of composing the Fujian chapter of Chinese modernization.
