据新华社，美国《华盛顿邮报》24日报道称，美国和伊朗已就一份谅解备忘录框架达成一致，一旦签署，将在30天内全面恢复霍尔木兹海峡的航运。
报道援引美政府一匿名高级官员的话称，美国和伊朗已制定一份谅解备忘录“框架”，包括延长停火60天，以便双方就永久结束伊朗战事达成“最终协议”，其间霍尔木兹海峡将进行排雷并重新开放。
该官员表示，这份谅解备忘录包括“承诺”伊朗不会拥有核武器。未来两个月内，美伊双方将讨论执行这一承诺的“机制”。不过，美伊双方24日并未签署任何协议。
一名熟悉情况的匿名外交人士对《华盛顿邮报》表示，一旦签署谅解备忘录，伊朗将立即重新开放霍尔木兹海峡，并在30天内采取措施确保航道恢复至战前状态。此外，伊朗、美国及其盟友将宣布，包括黎巴嫩在内的所有战线上的军事行动立即停止。
报道还援引一名匿名伊朗官员的话称，霍尔木兹海峡的开放将分阶段进行。第一阶段，美国将解冻120亿美元的伊朗资产，霍尔木兹海峡的排雷工作也将启动，美方的封锁也将解除。
但该伊朗官员说，谅解备忘录不包括核协议，只承诺将稍后就核问题进行谈判，25日或将就此发布更多细节。
