The Intellectual Property Protection Service Center in Tongchuan City, Shaanxi Province, has recently carried out a targeted survey of enterprise needs to support business innovation and development. In line with initiatives such as the "Intellectual Property Service Tour" and the "Special Action for Public Intellectual Property Services for SMEs" aimed for 2026, the center leveraged its functional responsibilities. It dispatched key personnel to conduct visits and surveys within key industrial parks across Tongchuan City.

By distributing, collecting, and analyzing enterprise intellectual property requirement forms, the center gained a comprehensive understanding of the pain points, difficulties, and bottlenecks hindering corporate innovation. This approach enables the precise delivery of intellectual property services. Staff visited the production workshops and R&D departments of over 20 companies, including Shaanxi Zhuyu Equipment Manufacturing Co., Ltd., Tongchuan Aluminum Industry Shimao Cast Aluminum Co., Ltd., and Shaanxi Daqin Aluminum Technology Development Co., Ltd.. They engaged in face-to-face discussions with company executives and technical leads to gain detailed insights into the current state of intellectual property work, covering areas such as technology R&D, patent portfolio strategy, brand cultivation, results transformation, and risk prevention.

Concurrently, a standardized "Enterprise Intellectual Property Public Service Requirement Form" was distributed. This form systematically captures actual corporate needs across five core dimensions of intellectual property: creation, utilization, protection, management, and service. The content of the form focuses on IP service requirements throughout the entire enterprise lifecycle, categorizing and detailing specific service scenarios. It precisely covers both general and specialized services, including patent mining and portfolio development, trademark and brand planning, patent navigation analysis, infringement dispute resolution and assistance, and policy briefing and training. This method ensures a comprehensive, multi-angle collection of the intellectual property challenges and personalized service demands encountered by enterprises during innovation, avoiding generalized need assessments and homogenized service provision.

For the various needs identified through the survey, center staff have undertaken classification, registration, summarization, and tiered analysis. Basic and general needs, such as application guidance, policy consultation, and procedural inquiries, are assigned to dedicated personnel for immediate connection, on-site answers, and prompt resolution. For professional, personalized, and long-term needs—like patent portfolio strategy, implementation of pledge financing, and infringement risk screening—specific service measures are defined. This includes organizing specialized events and implementing follow-up services.

Moving forward, the Tongchuan Intellectual Property Protection Service Center will use this needs assessment initiative as a foundation. It plans to precisely match service resources based on the requirement forms and deliver customized services on demand. The center will institutionalize practices such as regular enterprise visits, on-site engagement, and needs-based assistance. The ongoing goal is to continuously mitigate innovation and development risks for businesses, stimulate innovation vitality, and fully leverage the core supportive role of intellectual property in empowering industrial upgrading and aiding high-quality enterprise development.
