通过结合IBM在制造实用量子计算机方面的领导地位与思科的量子网络创新，两家公司计划探索如何将大规模且容错的量子计算机扩展到IBM雄心勃勃的路线图之外。此外，他们还将致力于解决量子计算互联网面临的根本性挑战。
五年内，IBM和思科将致力于展示首个结合单个大规模容错量子计算机的网络概念验证，使它们能够协同运行数万到数十万量子比特的计算。该网络将允许问题运行可能达到数万亿的量子门，这些是变革性量子应用（如大规模优化问题，或复杂材料和药物设计）所需的基本纠缠作。
IBM和思科计划探索量子硬件和软件的开发，能够物理连接许多大规模、容错量子计算机，形成网络分布式量子计算。
