Recently, the Guangzhou Community Charity and Medical Charity Government-Social (Government-Enterprise) Collaboration Symposium, hosted by the China Social Security Association, was successfully held. Officials from the China Social Security Association, Guangzhou Municipal Civil Affairs Bureau, Guangzhou Municipal Human Resources and Social Security Bureau, Guangzhou Municipal Health Commission, Guangzhou Municipal Medical Insurance Bureau, and Waterdrop Inc. attended the meeting. Shen Peng, founder and CEO of Waterdrop Inc., shared experiences with the "Waterdrop Mutual Aid" project at the symposium and conducted charity-themed research with Zheng Gongcheng, member of the Standing Committee of the National People's Congress and president of the China Social Security Association, in areas including Shijiao Town in Panyu District, to understand the development of charity work in the forefront of reform and opening-up.
As an active region for national charity and public welfare, Guangzhou not only has deep charitable cultural foundations but also continuously promotes high-quality development of charity through innovative practices. According to officials from Guangzhou Municipal Civil Affairs Bureau, in recent years, Guangzhou has closely aligned with major national strategic deployments, from building the community charity "four-drive good governance" model to improving the tiered and classified social assistance system. Guangzhou has always been guided by people's livelihood needs, responding to urgent development requirements, and continuously exploring collaborative development paths between charity and grassroots governance and assistance, making the "livelihood foundation" of charity increasingly warm and solid.
Zheng Gongcheng pointed out that Guangzhou's charity development has a solid foundation, clear goals, strong actions, and remarkable results. Particularly, the development of community charity is in a leading position, with rich experience in government-enterprise-society cooperation. The proposal to build a "charity city" is even more inspiring and adds confidence in promoting community charity and the development of charity with Chinese characteristics. He emphasized that developing community charity requires attention to stimulating the endogenous motivation of community entities, focusing on the inheritance of local culture, and understanding the needs of community members to meet real needs with effective supply. Close cooperation between government and social organizations is an important condition for solving social problems and promoting charity development. He hopes Guangzhou can play a leading role in the development of charity with Chinese characteristics, creating new situations in charity development through proactive government guidance, active corporate participation, and effective action by charitable organizations. He expects Guangzhou to create replicable experiences, build the charity city well, and play a pioneering demonstration role.
At the symposium, Shen Peng, founder and CEO of Waterdrop Inc., shared practical experiences of enterprise participation in medical charity assistance and introduced Guangzhou's "Waterdrop Mutual Aid" project. Shen Peng emphasized that the "Waterdrop Mutual Aid" project is the first government-social cooperation project after Waterdrop's crowdfunding platform was designated by the Ministry of Civil Affairs as a personal assistance network service platform, and represents an innovative practice of deep integration between government assistance and personal assistance. Under the guidance of Guangzhou Municipal Civil Affairs Bureau, this project leverages the "Sui Jiu Yi" assistance service brand to introduce Waterdrop's product service capabilities, providing assistance to Guangzhou residents who face substantial personal medical expenses due to illness or other disadvantaged groups with special medical needs.
The Waterdrop platform will continue to establish collaborative mechanisms with civil affairs, medical insurance, health departments, and hospitals, continuously expanding service boundaries and optimizing service models based on the existing "Waterdrop Mutual Aid" foundation, assisting government departments in providing illness-related assistance services and contributing more to Guangzhou's social assistance work.
