加拿大丰业银行经济学家德里克·霍尔特指出，联邦政府推出的税收返还计划令人联想到大选前的政策铺垫，今夏或将成为加拿大民众的消费狂欢季。根据计划，卡尼总理领导的政府最迟将于6月前实施一次性提高50%的消费税抵免额度，并在未来五年内将现有抵免金额永久提升25%。
霍尔特测算，两项政策叠加可使经季节调整的年化可支配收入名义增长率跃升至约6%，达到现行增速的两倍。此后增速虽将回落，仍将维持在3%-3.5%的健康区间。这位经济学家分析称，参照历史规律，该政策可能显著推高消费增长。但他同时警告，这也可能进一步扼杀市场对加拿大央行降息的期待。
