Tianjin Capital (01065) announced the investment in the second phase of the relocation project for the Xianyang Road Sewage Treatment Plant, located in Tianjin. The design capacity for sewage treatment is set at 150,000 m³/d, utilizing the "Bardenpho biological reaction tank + MBR membrane workshop" treatment process. The discharge standards will comply with Tianjin's local landmark "Pollutant Discharge Standards for Urban Sewage Treatment Plants" (DB12/599-2015) Class A standards; sludge treatment will be conducted using "mechanical concentration and dewatering," ensuring that the sludge moisture content is ≤ 80%. The total investment for the project is approximately 598.32 million yuan. The original Xianyang Road Sewage Treatment Plant was completed and began operation at the end of 2005, with a design capacity of 450,000 m³/d. It underwent upgrades in 2009 to improve discharge standards. In October 2015, new local discharge standards were implemented in Tianjin. Due to the condition of the old plant, it was unable to meet the requirements for on-site upgrades, leading to the initiation of the relocation project in 2016. The equipment installed was also at a capacity of 450,000 m³/d, with discharge adhering to the established standards. Following the completion of the old plant's relocation project, the increase in water volume from the Xianyang Road sewage system resulted in the old plant not shutting down as planned. Temporary emergency handling projects of 150,000 m³/d were implemented in 2018 and 2019. The project has been operational for over five years since 2019, with emergency equipment operating far beyond the original two-year plan, resulting in severe aging and difficulties in ensuring safe and stable operation. Therefore, there is an urgent need to launch the second phase of the Xianyang Road Sewage Treatment Plant relocation project to transfer the 150,000 m³/d temporary emergency processing capacity to the reserved land of the new Xianyang Road Sewage Treatment Plant, effectively addressing systemic risks in sewage treatment due to aging facilities and equipment. The second phase of the Xianyang Road Sewage Treatment Plant relocation project will have a design capacity of 150,000 m³/d and will also employ the "Bardenpho biological reaction tank + MBR membrane workshop" treatment process, adhering to the same discharge standards as stated above. Sludge treatment will follow the same disposal methods as used in the first phase. The total construction period for this project is expected to be 24 months, with the end date of the concession period remaining consistent with the "Concession Agreement for Four Sewage Treatment Plants in Central Tianjin" and related supplementary agreements (until December 31, 2043). The estimated cooperation duration is 18 years, with 24 months for construction and 16 years for operation. According to the "Memorandum on Adjustment of Concession Water Prices for Four Sewage Treatment Plants in Central Tianjin," signed by the Tianjin Municipal Water Affairs Bureau and Tianjin Capital in 2024 (details can be found in the company's announcement No. "Lin 2024-038"), the project is currently set to execute a sewage treatment comprehensive service fee of 2.13 yuan per ton.
