China Telecom's Shao Guanglu: The Rise of China's Foundational Software Must Be Built on Open-Source Collaboration

At the Operating System Conference & openEuler Summit held today, Shao Guanglu, Director of the Science and Technology Committee of China Telecom and former General Manager of the group, delivered a keynote speech.

Shao emphasized that as the digital economy advances, the role of operating systems in information networks has grown increasingly critical, becoming one of the foundational technologies of the digital economy. China Telecom, in collaboration with the openEuler community, has developed the operating system CTyunOS, which now serves as the core infrastructure of China Telecom's cloud architecture, widely adopted across industries.

Reflecting on the partnership with openEuler, Shao highlighted two key insights. First, China Telecom transitioned from being a user to a contributor. Over the past five years, the company has scaled CTyunOS in cloud-network scenarios and contributed hundreds of critical technologies—such as high-performance networking and virtualization scheduling—to the open-source community, empowering partners. Second, the collaboration has evolved from technological innovation to industrial innovation, creating a multiplier effect. Much like Linux accelerated global innovation and Android drove smart device development, the openEuler community is emerging as a cornerstone for shared digital economic growth. China Telecom and its partners have adapted CTyunOS to mainstream domestic chips, databases, and middleware, bridging the ecosystem from hardware to applications, lowering industry barriers, and providing a robust foundation for digital transformation across sectors.

Moving forward, Shao outlined three areas for deeper collaboration with openEuler: 1. **AI Development**: Jointly building a next-gen operating system architecture to support intelligent cloud-network computing. 2. **Security & Compliance**: Co-developing a natively secure, compliant, and user-friendly OS. 3. **Future Growth**: Promoting open-source culture, fostering a root community, and positioning openEuler as a leading platform in the AI era. Additionally, China Telecom aims to cultivate interdisciplinary talent and advance standardization for domestic systems globally.

"Looking back, our rapid growth stemmed from openness and collaboration. Moving ahead, China’s foundational software rise will undoubtedly be rooted in open-source co-creation and shared prosperity. China Telecom is committed to working with openEuler and partners to set new benchmarks in intelligent infrastructure," Shao concluded.
