Shanxi Implements Tax-Free Export Initiative for Cross-Border E-Commerce

The cross-border e-commerce "tax-free without invoices" export policy has officially taken effect in Shanxi Province, according to the Shanxi Provincial Tax Service of the State Taxation Administration. The first transaction under this program was completed recently by Shanxi Yunzhiwan Technology Co., Ltd., marking a significant milestone for the region's digital trade sector.

This new policy provides a compliant export channel for cross-border e-commerce B2C enterprises, helping to alleviate the value-added tax burden and operational pressures faced by businesses that lack proper purchase invoices. By offering this pathway, the initiative aims to inject fresh momentum into the growth of new foreign trade business models, fostering a more dynamic and competitive environment for exporters.

Since the beginning of this year, the provincial tax authority has been diligently working to implement and refine tax incentive policies for cross-border e-commerce exports. In close collaboration with commerce and customs departments, the authority has leveraged the international trade "single window" system to establish a comprehensive online service platform for cross-border e-commerce in Shanxi. This platform is designed to streamline operations, enhance regulatory efficiency, and provide a centralized hub for businesses engaged in digital trade.

Following the platform's launch, the tax authority has taken a dual-pronged approach to ensure policy effectiveness. On one hand, it has strengthened grassroots collection and management responsibilities, standardizing law enforcement practices across the province to guarantee consistent policy application without deviation. On the other hand, working alongside commerce departments, the authority has launched targeted advisory programs to clarify policy applicability, system procedures, documentation standards, and compliance protocols. These efforts are designed to guide cross-border e-commerce enterprises back to the China (Xi'an) Cross-Border E-Commerce Comprehensive Pilot Zone and encourage them to register on the province's online service platform.

Looking ahead, a representative from the provincial tax authority stated that the department will continue to summarize its experiences and further optimize tax services. The goal is to make meaningful contributions to the high-quality development of foreign trade across the province, ensuring that local businesses can fully capitalize on the benefits of this supportive policy framework.
