A comprehensive pilot reform of the CCC (China Compulsory Certification) mark has been officially launched. According to an announcement made during a regular quarterly press conference held by the State Administration for Market Regulation (SAMR) today, March 20th, the initiative initially targets three major categories encompassing 11 specific products, including power banks, electric bicycles and their safety accessories, as well as gas burning appliances and related safety attachments.
The primary objective of this reform is to enhance the compulsory product certification framework, reinforce manufacturers' primary responsibility for product quality and safety, and effectively prevent illegal activities such as the use of counterfeit certification marks and fraudulent certifications. Addressing existing challenges with a focus on practical outcomes, the SAMR has integrated a traceable QR code into the traditional CCC mark. This integration establishes a verifiable data chain linking certified products directly to their manufacturers, the corresponding certification certificates, and the issuing authorities.
By simply scanning the QR code, consumers and regulators can instantly verify whether a product holds valid CCC certification. The scan also provides clear access to crucial information such as the producer's details, product specifications, and the certifying body, enabling traceability to the source, authentication of genuineness, and assignment of responsibility.
The pilot program mandates that certification agencies must provide the new CCC traceable QR code labels free of charge to certified enterprises at the time of certificate issuance. These labels are to be printed or molded onto the products. A 12-month preparation and transition period has been established to allow companies sufficient time to adapt to the new requirements.
Following the conclusion of this transition period, effective March 1, 2027, all certified products within the pilot scope that are manufactured and sold must carry the new QR code to be compliant for market distribution. The pilot reform is currently fully operational and progressing in an orderly manner. The first batch of the 11 pilot products featuring the new CCC traceable QR code has already entered production and is gradually appearing on the market.
