中国财政部官网发布2021年地方政府专项债务余额决算表以及关于2021年地方政府专项债务余额决算的说明。2021年地方政府专项债券发行额49229.13亿元，专项债务还本额11452.82亿元，付息支出4737.67亿元。
2021年末地方政府专项债务余额实际数小于2021年限额，主要是2015年以来一些地区通过安排财政预算资金、企事业单位等原债务人资金偿还、推广运用政府与社会资本合作（PPP）模式等方式消化了部分存量政府债务，以及部分工程款结算后，根据实际情况相应核减了债务余额。
截至2021年末，地方政府专项债务余额166993.68亿元，按照专项债券剩余平均期限9.0年测算，年均到期还本规模18554.85亿元。根据2021年地方政府性基金预算收入94738亿元测算，专项债务到期还本保障倍数（=地方政府性基金预算收入/年均到期还本规模）为5.11，偿债保障能力较好。
