消息面上，10月18日，中国资源循环集团有限公司在中新天津生态城成立。这家新组建的中央企业将专门从事资源循环利用，承担打造全国性、功能性资源回收再利用平台的重要任务。华福证券分析称，组建中国资源循环集团，加快“换新+回收”模式建设，有望完善我国资源回收体系，推动新、旧固废资源回收及再生利用水平，促进多产业资源整合，打造资源“第二矿山”，对我国环保产业高质量发展具有里程碑的意义。
公开资料显示，东江环保是一家为以工业和市政废物的资源化利用与无害化处理、稀贵金属回收为主，水治理、环境工程、环境检测协同发展的大型集团企业。目前，东江环保具备44类危险废物经营资质，公司年危废处置能力超280万吨，公司本部及所属企业共60家单位，业务网络覆盖中国珠三角、长三角、京津冀、长江经济带及中西部市场等危废行业核心区域，服务客户2.5万余家。
