NATIONAL INFO - The Ministry of National Development Planning/Bappenas highlights the importance of adaptive governance to enhance independence and sustainable development in rural areas.
The Ministry of National Development Planning (Bappenas) has reiterated the significance of adaptive rural governance to foster independence and sustainability in development. This approach is deemed effective in strengthening village government capacity, increasing community participation, and supporting the optimal spatial-based management of local potentials.
Deputy for Regional Development at Bappenas, Tri Dewi Firgiyanti, explained that village independence aligns with the Asta Cita and the sixth National Priority, which focuses on building from villages upward to drive economic growth, equitable welfare, and poverty eradication. “This cross-ministerial contribution involves the Ministry of Home Affairs, the Ministry of Finance, and the Ministry of Villages, Disadvantaged Regions, and Transmigration,” she stated during the PKK National Coordination Meeting in Jakarta on Tuesday, November 19, 2024.
Tri Dewi highlighted the need for interventions that integrate Village Information Systems (SID) and data interoperability to strengthen public services at the village level. “Village governments must have sufficient capacity to design participatory and accountable development while fostering productive partnerships,” she said.
Governance improvements are also directed at managing cross-sectoral spatial-based interventions, enabling better monitoring of development achievements. Additionally, providing support to village governments by strengthening the role and capacity of village facilitators remains a top priority.
On the community side, education on spatial-based management of village potential is equally crucial. Tri Dewi emphasized the importance of sustainable alternative funding sources, optimizing the use of village funds, and ensuring more professional and transparent financial management at the village level.
As part of a systematic effort, the government is currently implementing the Village Governance and Development Strengthening Program (P3PD). This program encompasses five main components, involving the Ministry of Home Affairs (Kemendagri), the Ministry of Villages (Kemendes), the Coordinating Ministry for Human Development and Culture (Kemenko PMK), the Ministry of Finance (Kemenkeu), and the Ministry of National Development Planning/National Development Planning Agency (Bappenas), which collectively aim to enhance the quality of village planning and development.
