智通财经APP获悉，稀土概念股盘初走高，截至发稿，中国稀土(00769)涨4.6%，报0.455港元；金力永磁(06680)涨4.37%，报10.52港元。
消息面上，商务部日前发布公告称决定加强相关两用物项对美国的出口管制，禁止两用物项对美国军事用户或军事用途出口，原则上不予许可镓、锗、锑、超硬材料相关两用物项对美国出口。中信证券表示，目前我国是全球第一大镓、锗和锑生产国，对于关键金属资源的出口管制有望提升其战略地位，对于维护国家安全和利益具有重要战略意义。不排除后续出口管制政策或将延续至钨、稀土等战略金属品种的可能性。
据悉，去年12月，商务部、科技部公布《中国禁止出口限制出口技术目录》中，把稀土的提炼、加工和利用技术列入禁止出口的技术目录之中。银河证券近期研报指出，在可能面临新一轮贸易战的情况下，稀土作为我国优势金属，或将被市场预期成为政策上可选择的反制工具，迎来更多的政策支持。
