12月4日，A股相关资源股集体高开，截至发稿，云南锗业（002428.SZ）、罗平锌电（002114.SZ）、黄河旋风（600172.SH）涨停10%，福达合金（603045.SH）、华钰矿业（601020.SH）、驰宏锌锗（600497.SH）均上涨。
最为抢眼的则是港股的中国石墨（02237.HK）一度飙涨超过50%，截至发稿，公司涨26.03%，报0.46港元/股，市值达7.36亿港元。中国石墨是国内一家销售鳞片石墨精矿及球形石墨的公司，主要从事将未加工石墨加工制成鳞片石墨精矿及球形石墨。
消息面，12月3日，商务部发布公告，其中提到：原则上不予许可镓、锗、锑、超硬材料相关两用物项对美国出口；对石墨两用物项对美国出口，实施更严格的最终用户和最终用途审查。
目前我国是全球第一大镓、锗和锑生产国，对于关键金属资源的出口管制有望提升其战略地位，对于维护国家安全和利益具有重要战略意义。
值得一提的是，上述资源品基本均属于国内的优势资源品种，在全球经济逐步复苏、新能源产业发展、以及地缘政治的叠加影响下，不少资源品价格上涨，行业景气度攀升。
以锑为例，中国是全球锑产业大国，锑矿储量和产量均位居世界前列。2024年以来，金属锑的价格便进入了疯涨状态，截至目前，年内涨幅超过200%。业内人士指出，考虑到当前地缘局势的不确定性，锑的价格有望在2025年继续走高。此外，锗金属价格强势上涨，亦备受资本市场的关注。
