智通财经APP获悉，芯片股集体高开截至发稿，地平线机器人-W(09660)涨5.87%，报4.33港元；中芯国际(00981)涨3.85%，报27港元；华虹半导体(01347)涨3.19%，报21.05港元；上海复旦(01385)涨2.41%，报15.32港元。
消息面上，在美国商务部公布新一轮出口管制实体清单后，12月3日，国内有关部门、科技产业行业协会及市场头部企业，积极回应外界关切，迅速评估影响并考虑应对策略。其中，中国互联网协会、中国汽车工业协会、中国半导体行业协会、中国通信企业协会均发布声明，呼吁国内企业审慎选择采购美国芯片。
中信证券指出，本次制裁仍然主要围绕先进制程的“小院高墙”式策略，意在卡住中国先进半导体发展进程，市场已有所预期，由于相关企业已有提前准备，短期实际影响有限，长期而言则需放弃幻想，自立自强，有望进一步加速全产业链国产化进程。光大证券认为，中国是全球重要的半导体产品和设备市场，美国此举将进一步割裂全球半导体市场，也将倒逼国内ICT行业加速国产化进程。
