消息面上，新国企中国资源循环集团有限公司于10月18日正式成立，预示着我国资源循环行业的发展将按下加速键。10月25日，晋景新能与华润晋扬、香港再生资源总商会成功签署了《投资合作意向协议》，将在绿色行业展开全面深入合作。公开资料显示，华润晋扬由华润环保、晋扬国际、国合国际联合发起，其中华润环保是全国循环经济行业的龙头企业，并在今年10月加入中国资源循环集团有限公司，成为其成员企业。
根据具体协议内容，晋景新能与华润晋扬拟在海外地区共同投资设立再生金属加工产业园，并携手在香港地区共同打造资源循环产业基地，共同推动电池材料及其他金属材料领域的技术创新和市场拓展。香港再生资源总商会将与双方在技术交流、项目合作、市场推广等方面共享资源，共同推动再生资源行业的可持续发展。值得注意的是，香港再生资源总商会的会长是郭晋升，其也是晋景新能的董事会主席，这让香港再生资源总商会与晋景新能可资源共享、优势互补，从而实现共同成长。
