智通财经APP获悉，香港政府发行的基础建设零售债券(04286)初步认购金额约178.5亿港元，仅达200亿港元的目标发行额89%，认购人数约12.8万。香港财政司司长陈茂波昨(8日)出席电台节目时表示，外界毋须忧虑认购情况，因为早前机构投资者超额认购3至4倍，所以对于政府今年要筹集的债券金额不用忧虑。他表示，目前市民投资选项多，未来亦有相当好质素的公司来港上市，投资市场活跃。
他重申，相信需时“三几年”才做到财政收支平衡；已来港人才有17万至18万人，作为专业及相对年轻的人士，稍后亦会交薪俸税，都是未来的收入来源。政府早前已采取削减经常性开支1%、冻结公务员人手在2021年3月水平等措施，冀可“节流”，今年会检视力度是否足够，又指现时就提公务员减薪、冻薪言时尚早。
他指出，政府不希望加重市民负担，尤其是中产人士，亦要考虑企业在疫后重建资产负债表，因此在开源方面非常小心谨慎处理。此外，陈茂波亦称，香港努力抢企业及抢人才，已引进100间企业，预计未来投资可达400亿至500亿港元，创造约1.7万个就业岗位，而投资推广署亦吸引约500间公司来港，投资额达约500亿港元，且带动上中下游公司，这些公司稍后会陆续交税。
