据报道，对越南感兴趣的风电项目开发商从国有公用事业公司EVN获得了新承购协议的指示性价格上限。虽然尚未敲定，但它们将帮助开发商评估EVN愿为新项目支付的电价范围。

　　12月4日，EVN建议陆上和海上风电新项目的拟议承购价格上限分别定为68美元/MWh和79美元/MWh。上述价格较之前批准的新项目价格低约16%。如果最终敲定，这些上限将成为EVN在2025年谈判新风电项目的购电协议（PPA）时可提供的最高价。要获得资格，项目必须没有PPA且必须包含在国家电力发展计划（PDP）中。

　　自2018年推出上网电价补贴政策以来，这一提议是越南新建风电项目的首次价格调整。该政策在短短三年内帮助越南新增3.9GW风电装机容量。越南的目标是2023年至2030年增加23.9GW风电项目，但目前只实现了这一目标的5%。目前与EVN谈判是越南风电项目入市的两条途径之一。另一种选择是根据新的直接购电协议（DPPA）计划直接与大型企业用户签约。

　　这一发展有利于新的风电项目，表明政府可能很快重新开放市场。不过据报告预计，项目开发步伐将慢于上网电价补贴期的项目步伐。在上网电价补贴政策支持的项目中发现违规行为后，政府正在采取更严格措施，如组织招标为可再生能源项目选择开发商，并可能收紧许可程序。
