当地时间1月19日，美国当选总统特朗普在华盛顿市中心举行集会时称，他上任后将废除美国现任总统拜登宣布的每一项行政命令。

特朗普表示，他即将签署的行政命令涉及边境安全、能源、联邦政府开支、短视频社交媒体平台TikTok、“多元化、公平与包容”政策等。

另据报道，1月19日，特朗普任命的总统助理斯蒂芬·米勒向国会共和党议员提供了一项清单，透露了特朗普预计在其第二任期初期发布的行政命令的部分细节。

在移民问题上的行政命令将基本上恢复特朗普第一任期结束时实施的所有执法重点，其中包括宣布国家紧急宣言、实施旅行禁令、正式重建移民保护协议的进程（该协议过去曾包括备受争议的“第42条”），以及将墨西哥贩毒集团指定为外国恐怖组织。

在政府层面，预计宣布的行政命令将包括赋予特朗普权力以大规模解雇无党派联邦雇员、终止联邦雇员的远程工作、正式成立美国政府效率部（DOGE），以及与多样性、公平性和包容性（DEI）相关的秩序。

其余的行政命令将重点关注管道建设、海上钻井、阿拉斯加州国家北极野生生物保护区、解除液化天然气禁令、再次退出《巴黎气候协定》、成立国家能源委员会以及宣布国家能源紧急状态。
