法官认为，对此计划提出挑战的美国联邦雇员工会（AFGE）缺乏诉讼资格。这一裁决为特朗普政府精简联邦机构的目标扫除了一项关键法律障碍。
奥图尔曾暂时推迟了2月6日的截止日期，数百万联邦雇员原本需要在此日期前决定是否接受特朗普政府的离职补偿方案。该方案承诺，如果雇员辞职，将获得数月的全额薪酬。法官此举是为了给各方留出时间，以便“充分考虑”相关问题。
最新数据显示，截至2月7日，已有超过6.5万名联邦雇员接受该方案，远超此前白宫预估的5%-10%参与率。
特朗普政府自1月28日启动该计划，旨在通过自愿离职和限制招聘缩小联邦政府规模，预计节省数十亿美元开支。2月11日，特朗普签署行政令，要求各机构与马斯克领导的“政府效率部”合作推进裁员，并限制招聘。
