我省办理首笔债券质押类支小再贷款券款对付结算业务

每日甘肃网2月14日讯 据兰州晚报报道 近日，在中国人民银行甘肃省分行的指导下，人民银行临夏州分行成功为临夏农商银行办理全省首笔债券质押类支小再贷款券款对付结算（DVP）业务，金额300万元。

　　今年1月20日，全国债券质押类支农支小再贷款DVP业务上线，该业务采用全流程电子化操作。与以往的再贷款业务办理相比，DVP业务实现线上签署合同、债券质押与资金同步交割，无需金融机构线下提交质押申请、资金划款等资料，将以往2天的办理时间缩短至30分钟左右，有效提高了支农支小再贷款资金的发放效率，有利于更好支持“三农”、小微和民营企业发展。

　　为推动支农支小再贷款DVP业务落地甘肃，中国人民银行甘肃省分行与临夏州分行上下协同联动，加强与全国银行间同业拆借中心、上海清算所等单位对接沟通，提前做好系统权限开通、联网准入、账户开立、用户设置等工作，确保相关业务规范操作、顺利办理。下一步，中国人民银行甘肃省分行将积极推动债券质押类支农支小再贷款DVP业务拓面增量，进一步优化省内支农支小再贷款业务流程，提升货币政策工具使用效率，更好支持普惠金融高质量发展。
