地方债券发行迎“开门红”。Wind资讯数据显示，今年前2个月，全国共发行地方债券18632.96亿元，规模为近三年来新高，较去年同期大幅增长。“今年以来，得益于专项债券项目试点‘自审自发’提高发行效率，以及地方政府加速推进存量隐性债务置换工作，地方债券特别是新增专项债券和再融资专项债券发行明显提速。”民生银行首席经济学家温彬表示，这有助于扩大有效投资、减轻地方财政压力等。
