4 月 1 日，比特币政策研究所（Bitcoin Policy Institute）提议美国采用增强型比特币国债，即“BitBonds”，作为一种创新的财政工具，以实现多个关键目标，包括落实特朗普总统的战略比特币储备计划。
由 Newmarket Capital 和 Battery Finance 创始人兼首席执行官 Andrew Hohns 以及比特币政策研究所执行董事 Matthew Pines 共同撰写的政策简报指出，BitBonds 是“一个时机已到的想法”，通过降低美国国债的利息负担，同时增加国家的比特币持有量，直接落实了特朗普的指令。
根据计划，BitBonds 将向投资者支付固定的1%年利息（以美元计），远低于当前标准国债的4.5%利率。Hohns 和 Pines 解释说，BitBonds 销售所得的90%将用于一般政府资金，而10%将用于购买比特币并存入战略比特币储备。投资者将在到期时受益于固定利息和潜在的比特币升值，而政府也将保留部分比特币收益。
