PANews 4月7日消息，据Crowdfund Insider报道，Circle已向金融稳定理事会（FSB）提交了对全球加密资产活动监管框架实施情况专题同行评审的回应。在这份回应中，Circle强调了“制定当地法规，让消费者能够从全球稳定币中受益，同时将金融稳定潜在风险降至最低”的重要性。Circle指出，监管方面的司法管辖区差异可能迫使发行方损害数字货币固有的全球可替代性；严格的本地储备、资本和赎回要求可能使流动性和运营效率碎片化；统一的全球标准和等效监管制度的认可对于避免市场碎片化至关重要；基于风险的监管方法对于稳定币发行方至关重要，可在不损害金融稳定的情况下提供灵活性。
Circle还指出，作为主要全球稳定币USDC和EURC的唯一发行方，Circle强调监管框架“必须保持数字货币的可替代性”；当各国采用差异很大的要求时，发行方要么被迫损害可替代性，要么“选择一种监管制度”，这两种结果都可能破坏全球互操作性支付系统的优势。Circle警告称，不要采取“损害稳定币全球性质的域外要求”，并敦促监管机构采用共同或同等标准，或认可外国司法管辖区内的受监管实体。通过倡导各司法管辖区采用共同标准和等效认可，Circle强调全球数字支付的未来“取决于监管合作和明确性”。
