PANews 4月6日消息，据Cryptonews报道，俄罗斯央行行长Elvira Nabiullina于4月3日在国家杜马发言时，再次强调应限制加密货币在国内经济中的使用，并主张对违反禁令的行为施加更严格惩罚。Nabiullina是俄罗斯总统弗拉基米尔·普京的重要盟友，她目前主导着俄罗斯央行主权数字货币（数字卢布）项目。她指出，尽管央行支持在特定“监管沙盒”框架下探索加密资产的跨境应用，但坚决反对其渗透至本国货币体系及结算活动。
俄罗斯自2020年起已禁止以加密货币支付，但当前执法较为宽松，相关交易缺乏明确法律框架。Nabiullina呼吁提高对在俄罗斯境内使用加密货币进行支付行为的法律责任，并表示：“我们的立场没有改变。我们不能允许加密货币渗透到国内货币流通和国内结算中。我们建议同时寻求加密货币的投资机会，并增加在国内结算中使用加密货币的责任。”
Nabiullina同时支持在“沙盒”内允许“高净值合格投资者”投资加密资产，并提出可讨论将部分衍生品投资权限拓展至普通合格投资者。她强调，应保护散户免受高波动性的加密市场风险伤害。
此外，在Nabiullina发言结束后，国家杜马金融市场委员会主席Anatoly Aksakov指出，莫斯科在加密货币监管问题上仍然存在分歧。杜马内部对加密监管意见分歧明显，部分议员支持限制，部分则表现出浓厚兴趣。
