智通财经APP获悉，4月8日，财政部办公厅、住房城乡建设部办公厅发布关于开展2025年度中央财政支持实施城市更新行动的通知。其中提到，力争通过三年探索，城市地下管网等基础设施水平明显提升，生活污水收集处理效能进一步提高，老旧片区宜居环境建设取得明显成效，形成可复制、可推广的模式和经验。
其中提到，中央财政资金补助标准。中央财政按区域对实施城市更新行动城市给予定额补助。其中：东部地区每个城市补助总额不超过8亿元，中部地区每个城市补助总额不超过10亿元，西部地区每个城市补助总额不超过12亿元，直辖市每个城市补助总额不超过12亿元。资金根据工作推进情况分年拨付到位。
业内机构表示，化债背景下，地方债务压力缓解为基建投资释放了更多空间。目前，2023年增发国债推动的水利项目建设已进入高峰期，叠加水利投资高景气和地下管网改造政策支持，管道等基建材料有望迎来新一轮发展机遇。
在水利工程中，塑料管道因其重量轻、耐腐蚀、施工便捷和使用寿命长的特点，成为输水、排水及灌溉系统的重要材料，有望在此轮产业链上升周期中直接受益。
地下管网建材相关港股：
中国联塑（02128）：中国联塑长期稳居塑料管道行业的龙头地位。从产值来看，根据各公司财报，2023年中国联塑、公元股份、伟星新材塑料管道销量分别为265、62、29万吨，塑料管道收入分别为246、58、54亿元，联塑在国内市场占有率（以产量计算）约20%，占据行业首位，远超同业竞企。
