智通财经APP获悉，电力股多数上扬，截至发稿，大唐发电(00991)涨3.18%，报1.62港元；华能国际(00902)涨2.21%，报4.62港元；华电国际(01071)涨0.94%，报4.28港元；华润电力(00836)涨0.88%，报18.38港元。
消息面上，国家发改委、能源局印发《新一代煤电升级专项行动实施方案(2025—2027年)》，其中表示到2027年在难以满足电网快速调节需求的地区改造和新建一批具有快速变负荷能力的煤电机组。信达证券认为，电力板块有望迎来盈利改善和价值重估。在电力供需矛盾紧张的态势下，煤电顶峰价值凸显；电力市场化改革的持续推进下，电价趋势有望稳中小幅上涨，电力现货市场和辅助服务市场机制有望持续推广，容量电价机制正式出台，明确煤电基石地位。双碳目标下的新型电力系统建设或将持续依赖系统调节手段的丰富和投入。
