消息面上，4月8日，财政部办公厅、住房城乡建设部办公厅发布关于开展2025年度中央财政支持实施城市更新行动的通知。其中提到，力争通过三年探索，城市地下管网等基础设施水平明显提升，生活污水收集处理效能进一步提高，老旧片区宜居环境建设取得明显成效，形成可复制、可推广的模式和经验。
国盛证券指出，化债下加码政府财政压力有望减轻，企业资产负债表也存在修复的空间，市政工程类项目有望加快推进，市政管网及减隔震实物工作量有望加快落地。中金指出，公司下游需求主要为地产竣工和市政基建，2025年竣工可能继续承压，但基建受益于财政发力前置、化债资金快速落地，实物工作量表现有望改善，也有望推动公司回款和现金流改善。
