经查，你营业部存在向客户介绍人支付报酬，在开展融资融券业务过程中为客户“绕标套现”提供便利，客户回访不规范、不到位等违规行为。上述情形不符合《证券期货经营机构及其工作人员廉洁从业规定》（证监会令第145号）第九条第一款第一项、《证券公司融资融券业务管理办法》（证监会令第117号）第四条第五项、《关于加强证券经纪业务管理的规定》（证监会公告〔2010〕11号）第三条第四项规定。

根据《证券期货经营机构及其工作人员廉洁从业规定》（证监会令第145号）第十八条、《证券公司融资融券业务管理办法》（证监会令第117号）第四十九条、《关于加强证券经纪业务管理的规定》（证监会公告〔2010〕11号）第八条规定，我局决定对你营业部采取出具警示函的监管措施，并记入证券期货市场诚信档案。你营业部应当高度重视上述问题，引以为戒，切实整改，强化人员管理，开展违规问责，完善内部合规管理，切实提升规范运作水平，杜绝此类问题再次发生，并在收到本决定书之日起30日内向我局提交书面报告。

如果对本监督管理措施不服，可以在收到本决定书之日起60日内向中国证券监督管理委员会提出行政复议申请，也可以在收到本决定书之日起6个月内向有管辖权的人民法院提起诉讼。复议与诉讼期间，上述监督管理措施不停止执行。
