【广东：探索在城市开展气、水、电、通信等地下管网综合特许经营试点】金十数据4月25日讯，广东省人民政府办公厅印发广东省关于进一步深化投融资体制改革若干举措的通知，其中提到，创新城乡建设投融资方式方法。支持政策性银行、商业银行、保险机构等金融机构开展金融产品创新，因地制宜支持城乡特色产业发展。探索在城市开展气、水、电、通信等地下管网综合特许经营试点，建立完善地下空间建设用地有偿使用及不动产登记制度，依法保护试点范围内特许经营者取得合法收益的排他性权利，完善公用事业价格制定、调整和补偿机制，实现上下游价格调整联动，保障项目合理收益，引导社会资本积极参与。建立完善农产品订单、应收账款、存货、农业设施装备、畜禽水产活体、农村承包土地经营权、农村住房财产权、农村集体经营性建设用地、林权、林业经营收益权、深远海养殖装备、海域使用权等形式的抵质押、流转、评估服务机制，为县域优质项目担保增信。
