发言人拒绝透露更多细节，但证实了两位知情人士向路透透露的计划。
芬兰总理办公室没有立即回应置评请求。 TikTok的母公司是中国的字节跳动，该公司一直在努力消除人们对中国政府能否获取使用TikTok的欧洲公民数据的担忧。
2023 年，在大西洋两岸立法者越来越大的压力下，TikTok 启动了一项新的数据安全机制，昵称为 "三叶草计划"，计划在 10 年内投资 120 亿欧元。
出于隐私方面的考虑，一些国家、欧洲议会、欧盟执委会和其他机构已经禁止员工在手机上使用 TikTok，而美国政府则以国家安全为由威胁在美国禁用该应用，除非剥离其美国资产。
TikTok 称这些禁令是被误导的，基于对其运营方式的根本性误解。TikTok 在其网站上称，欧洲用户的数据存储在专门的欧洲数据飞地，托管在挪威、爱尔兰和美国的数据中心。
根据 "三叶草计划"，TikTok 位于挪威的第一个数据中心于 2023 年开工，本月全面投入使用。
