BlockBeats 消息，4 月 29 日，以太坊联合创始人 Vitalik Buterin 发文表示，以太坊基金会（EF）设定了两大核心目标：首要目标是提升以太坊的使用率，特别强调用户能够真正受益于以太坊底层属性的使用场景；其次是全面增强以太坊的韧性和去中心化程度，重点关注并解决技术栈各层面的潜在薄弱环节。
加密矿企 Riot Platforms 研究副总裁 Pierre Rochard 对此表示质疑。Rochard 指出，以太坊基金会提出的"提升以太坊使用率"和"增强以太坊去中心化与韧性"这两个目标对提升 ETH 价值毫无帮助，因为以太坊的使用可以通过 wBTC 或 USDT 实现。他认为这些目标部分是基础性的陈词滥调，部分是做表面文章。作为替代方案，Rochard 建议以太坊基金会应在纳斯达克证券交易所进行首次公开募股（IPO），并通过可转换债券执行 ETH 资金库战略。
