An air-traffic technology outage led to significant delays at a New York City-area airport Monday and snarled flights around the country.

The Federal Aviation Administration said the issues were due to telecommunication and equipment issues at a Philadelphia air-traffic control facility, which guides planes departing and arriving at Newark Liberty International Airport. The FAA said the issues were fixed as of Monday afternoon, but the facility is continuing to deal with air-traffic controller staffing issues.

Thousands of travelers struggled to reach their destinations as a result of the outage. The FAA instituted a ground stop at the New Jersey airport, but also at smaller, regional airports including Teterboro, N.J., which handles a large number of business jets.

In addition to the departure halt, the FAA also slowed arrivals into Newark for much of Monday afternoon.

United Airlines, which operates a major hub at Newark, said it had diverted more than 35 flights to alternate airports and delayed other flights from their departure locations. The Chicago-based airline said it expected more cancellations and delays because of FAA staffing issues and was issuing travel waivers to customers to manage their travel plans.

The equipment outage was the latest in a series of technical problems that the Philadelphia facility has faced over the past year.
