香港生产力促进局公布2025年第二季“渣打香港中小企领先营商指数”，调查结果显示，本季综合营商指数较上季轻微上升1点至43.8，指数与过去数季相若，反映在环球经济前景不明朗下本地中小企的整体营商信心仍然维持保守。
五大分项指数中，“营业状况”、“盈利表现”及“投资意向”分别增长3.7点、3.6点及0.3点，至41.6、39.1及49.9。至于“环球经济”及“招聘意向”分项指数录24.9及50.7，分别下跌4.7点及0.1点，当中“环球经济”分项指数跌至接近2022年第二季度的水平，生产力局指，此反映全球贸易阴霾进一步为本地中小企带来挑战。
按行业细分，进出口贸易及批发业、制造业和专业及商用服务业的环球经济分项指数录得最大跌幅，分别下跌8.1点、7.9点及7.8点，跌至几乎接近2021年第一季度的水平。次季综合营商行业指数方面，在11个行业中金融及保险业的升幅最高，上升6.6点至52.7；资讯及通讯业、地产业和住宿及膳食服务业则录得较大的跌幅，分别下跌5.7点、2.5点及2.3点，至分别44.1、42.5及41.2。
生产力局首席技术总监张梓昌指出，美国持续对世界各个经济体的贸易施压，有超过一半的中小企预料本季的原材料成本会上升，显示本地中小企对全球经济大环境的信心仍然疲弱，企业普遍表示期望透过拓展电子商务和数码化措施，以较低成本接触更多客户，从而抵销美国贸易问题所带来的负面影响。(gc/da)
