【俄罗斯拟对向海外企业及矿池出租挖矿设备或数据中心的公司征收增值税】金色财经报道，俄罗斯财政部拟对向海外企业及矿池出租挖矿设备或数据中心的公司征收增值税（VAT），新规同时适用于为境外矿企提供电力的能源公司。财政部称此举旨在明确挖矿设备租赁的征税流程，并为向非俄罗斯客户提供“挖矿算力”的企业制定税收规则。VAT可能适用于实时、月度或年度租赁账单，现行法规缺乏“明确解释”导致企业申报困难。 今年1月生效的俄罗斯法律要求所有工业级矿工及“挖矿基础设施运营商（MIO）”注册国家名录。截至4月1日，已有116家MIO和606家工业矿工完成注册，但FTS认为仍有大量企业未合规。该名录由FTS管理，目前正制定对矿企及MIO年度利润的征税细则。
